Develop a framework to meet requirements for code and design reuse

Frameworks allow software architects and developers to reuse code, abstractions and designs, and are typically built with the intention of large-scale reuse. However, it is fairly common for a software development project to decide to build a framework after identifying a potential for reuse across several applications that are being developed. The challenge here is that the framework and the applications will have to be developed more or less simultaneously. Is such a thing even possible?
