Actually Brian missed a point in regards to this.
Every user created in Project Web Access burns a CAL. It is critical for the PWA administrator to deactivate users who no longer need access to PWA, otherwise you will be over the amount of CAL licenses the server is authorized for. Users will still be able to connect to PWA, but when you click on Admin, then Manage licenses in PWA you will notice the warning message about the license count.
