While Captain is an (all-service rank)
Navy Captain = Army/Marine Colonel 06
and outranks a Navy Commander O5
and while Lieutenant is an (all-service rank)
Navy Lieutenant = Army/Marine Captain 03
Army/Marine Lieutenant = Navy Ensign O1

In the Marines, a 2nd Lieutenant is an O-1 and a 1st Lieutenant is an O-2.
This statements isn't exactly true:

"Note that there are no mitigated ranks, such as lieutenant commander, lieutenant colonel, or second lieutenant."

Lieutenant Junior Grade is still a lieutenant, unless I am grossly mistaken. Just as a butter bar, (gold bar in the Army) is a 2nd Lieutenant, silver bar is 1st Lieutenant and both are called lieutenant. Meanwhile the pay grades don't match, Army = O1 and O2 respectively, in the Navy they are O2 and O3, respectively.
In the days of old and in good military fashion, titles always began with rank followed by a comma and modified with grade.

For example, a 2nd Lieutenant was originally a Lieutenant, Second Class. The Sergeant, Major was never reversed at it would have conflicted with the rank of Major and may have caused confusion.

In the plural form Sergeant, Major becomes Sergeants, Major NOT Sergeant, Majors.

The loss of the commas has led to some confusion and should be re-instated forthwith.

Right. A Navy Captain is an Army full-bird Colonel, one step below flag rank. An Army Captain is a Navy Lt. Commander. A Navy Commander is an army Major. A Navy Leiutenant (not JG) is an Army Captain. It's all perfectly clear.

I had a buddy who spent 12 years in the Navy, then joined the Army Reserves at Ft. Drum, NY. He said that deciphering this sent him to bed every night with a headache.

The Air Force eliminated warrants in the mid to late 1990's.

Actually, the US Air Force stopped using the Warrant Officer grade in 1959.

Flag Officers

The articles says there are no "flag grades", BUT the Admirals are flag officers. There just isn't any differentiation within the "flag grades".
