The exact phrase is,
"too clever by half", if I recall by Queen's English (and British history) correctly.

Perl is incredibly terse, dense, and clever, and the clever tricks are what make it impossible to read. when people do a million tricks with the implicit variables, the code shrinks in size and the code uses less resources, and the next person to touch the code goes insane. happy
