Arrays are enclosed in square braces ( [] ) and not in curly braces ( {} )...
While I will agree that if you are doing data interchange between closely coupled private end points xml can be an inefficient vehicle because of it's verbosity.

I can't think of a single reason why anyone would choose a means like this instead of xml if they wanted to make their communication accessible to other parties.

As soon as you want extensible, or open communication JSON is total non starter.

The whole point of XML is that it's self describing and extensible, that's why terseness isn't a requirement.
