Yes all and all it is a good idea but alot of what you say is already done. Look at the Mobil proccessors by Intel they are designed to back off power and reduce clock cycles when not needed, in power save mode, and when too hot, and it like having the new Hemi that shuts down cylinders when not under heavy load.
I think they clock the FSB, memory, CPU, very low with low voltage for their "nap" mode that still lets the PC operate for things like BitTorrent. It also keeps the PC awake enough that you can remote in to it and wake it up.
