I know this is an old post, but I had to redo my system and couldn't remember how I fixed my Normal template before.

The instructions worked perfectly, and creating a new document from Explorer worked exactly as expected. I opened Windows Explorer (WinXP) to desired folder, Right-Click > New > Microsoft Office Word Document. Rename it to what I want, and open it up to find my settings.
