The minimum RAM requirements are probably as you say, slightly lower for Linux at any given time. But my casual observation is that to make a Linux system respond to commands promptly, a bit more RAM than a comparable Windows system is generally in order. Conversely, Linux responds quickly even with a slower CPU than an otherwise-similar box running the current version of Windows.
