Before using the tuning advisors and generating tuning sets, make sure you are licensed to use them. This is not included in your standard license.

It clearly states that both the Enterprise Manager interface to the SQL Advisor and the DBMS_SQLTUNE PL/SQL package are subject to licensing the Tuning Pack.
