Trying to learn about .pst files

If you don't have an exchange server mailbox then all the information that you have in outlook will be stored in a personal folder(.pst) file.

They can also be used for moving things like personal contacts across to another computer/mailbox.
I'm trying to password protect my Microsoft Office 2003 Personal Folders. Meaning, i want to gain access to other programs but not this since I want to protect it. I have followed step 10 above and i never get asked for a password when I restart the computer or just microsoft outllok. What do I do?
