Upgrading just Excel to 2007 from Office Basic OEM

I am currently running Office 2003 Basic (preinstalled by Dell) and want to upgrade just the Excel module to 2007. Is this possible? I have heard that the OEM Basic version cannot accept upgraded individual modules, just Excel for example. Does anyone know if this is true?
