What's new in Vista Group Policy?

I have a doubt, may be it is my less knowledge.
In a server-client based role how you will apply these group policy if your servers are windows 2003? I think to apply these settings in client-server role you need windows server 2008. So will all those use windows server 2003 and upgrading their clients to vista business will have to upgrade their server also, or Microsoft is going to do something on windows server 2003?

This was a nice explanation of a few facets of Vista Gropup Policy. Since I know there are a lot more, where can a find a definitive write up about secpol.msc and all its mates?
