Source, please
According to Nationmaster (http://www.nationmaster.com/graph/tax_tot_tax_as_of_gdp-taxation-total-as-of-gdp), the net tax load in the USA is 29.6% of GDP, 17th in the world. Where you're getting your numbers, I have no idea, unless you are adding the percentages.
