this is a typical manager's opinion, sorry if it's insulting, but the worse the manager, the more they like to see their staff "working" as they believe they would otherwise be shirking or skiving - since they do not have the technical ability to asses the quality of work of their staff!

simply compare the opinion of Joel Spolsky (http://www.joelonsoftware.com/articles/BionicOffice.html) who knows how to get the best out of his staff!
