Different industries are guided by standard written and managed by one or more standards organizations. In the case of the web, it's the w3c. They provide standards for html, css, svg as well as others such as the foundation upon which JavaScript is written.

Standards always come from somewhere. Someone has to write them and for a reason. For example JavaScripts and SVG's functionality is greatly improved by Web 2.0. Withouth consideration, none of these would work toghether.
