That they do. Especially when they are large organizations or government. I had less trouble with small companies than the large ones, actually. One of my most active clients was also one of the more difficult ones to collect from. There always had to be several signatures and approvals before they could cut a check. Fortunately, at the time, I wouldn't purachase any equipment for them until they paid up-front. They tried to stiff me for labor on several occasions, though.
