I would prefer the Tile Windows Vertically choice instead. The horizontal windows allow considerable confusion by displaying all the toolbars and menu bars. The vertical display offers an nice clean interface between the two windows.

Also, I never drag with the SHIFT. Just dragging has always worked for me.
