I agree with your evaluation.
I would include the person who brings their laptop and conducts other business, including email during the meeting.
In defense of the bored--too often persons who have no public speaking skills use the time given to wander in the wilderness of their own thoughts--but verbally. When I attend a meeting, I intend to get business completed and leave.
