I haven't looked at mod_perl::asp, but I did look at the mod_asp and mono [ open source vb clone ] package, I was seriously not impressed, when it wouldn't run an existing, functional asp script it left a lot to be desired as a possible solution.
for version control over the httopd.conf, why not just do a checkin in either cvs or subversion? both are commonly included if a lamp stack is being set up.
if a cli based text editor is used, then they all will make a backup copy of the conf. [ named: httpd.conf~ ]
issuing a ls in the /etc/httpd/conf/ folder will show the backup copy. then mv ./httpd.conf /dev/null and rename the backup to restore it: mv ./httpd.conf~ ./httpd.conf
