That's the main problem. Look at IT as a box of tools. Some managers buy a box of screw-drivers/Sws and want to use it as spanners. They DON'T know what it does.
Your analogy would be OK if you refer to a mechanic who has "tools" not spanners, screwdrivers, hammers, etc.
