That whole utopian scenario you just described all depends on having upper management who don't view IT procedures as obstacles and annoyances that keep them from doing their job and their IT dept is simply maintenance men who also work on computers. If I ever requested that any users had have any computer-specific training, I would get the "why the heck would I need do that- that's why YOU'RE here" look.....
