Not's abound in nearly all environments where high level tools are available. The tools might have been developed to improve the productivity of trained devs, but now they've been used in a cheap ass , misguided attempt to replace them.

There are a lot of tools for web based development, because they are easier tow write. Not really a windows thing either, a lot of the truly terrible stuff is PHP on linux boxes.
