LOL right on! While some of our users can use programs, learn new things, and even use correct terminology, most of them lack the analytical ability to understand systems on a planning level.

I also don't think this writer understands business. The manager's job is to PRODUCE. The typical manger's understanding of IT (and rightfully so) is that it is needed to get their job done. It's a means to an end, so they hire an expert to do it for them so they can focus on what they do. That is not going to change.
