I think there was a lesson learned with rolling in firewall with SP2. And MS had a chance to put IE7 in with SP3 for XP - but they did not. I think partly because they don't want to deal with XP and make the focus Vista.

It is still a beta SP, remember. So far so good for me, much better than XP SP2.
