It's all just a bandaid solution though. Security can't be handled like the emperor's new robes; that just makes it street theater. Are you going to get every card holder to adhere to that standard and how? In a University setting, most ID cards get carried on the keyring and few students have any interest in doing otherwise.

It has to be fixed at it's fundamental level.
