In Viet Nam the NVA would get a team to chase them, lead them into a situation that the NVA knew would require flanking. The NVA soldier would then disappear into a spider hole and wait until the flank was in position. This soldier would then pop out of the hole, take a few pot shots at each shoulder and dive back into the whole while the US soldiers shot each other. Our soldiers failed to show intelligence when they shot at each other.
To heavily paraphrase Machiavelli from "The Prince": It is best for the program to be glitzy and functional. If it can not be glitzy and functional, it is best for the program to be functional.
