Its not the method its the term "Decentralize"
I hate it when concepts that have been around since the stone age get some new title and some how its new. Its just good planning and the stragtegic allocation of resources, its not really decentralized.
Case in point: If you think of it in terms of the Miltary where you have divisions, batalions, strike forces, etc.; very decentralized under these definitions, but it all runs out of central commmand.
The idea is not new, so rather than calling it "Decentralized", which it is not, how about calling it what it really is: The appropriate and strategic deployment of IT resources.
