Not what I mean by micro-management
I'm afraid what you describe, Townsend, is not what I (and I believe most people) mean by micro-managing.

Micro-managing is usually thought of as more having someone checking and/or correcting every tiny detail (often with good intentions) of their subordinates' work.

I read your examples as more just garden variety bullying.
