SolutionBase: Manage Windows Server 2003 licensing

In the per server mode it is the number of simultaneous connections that count toward the license. I assume multiple connections from the same device does not count, but what is defined as a connection? If I open a socket to the server, is that a connection even if it is not in use? What tools are available to determine what devices are connecting and counting toward the license connections.
