Well a lot of those war-games also model the middle tier leaders morale/loyalty to the faction...
If game designers can factor that in, one would hope upper management look after middle management in such a way that the inspiration trickles down. Self assessment is fine, but generally involves removing a beam from ones eye, while a peer or manager could more easily point out the issues.
I think part of being a good leader is showing the troops how to take criticism and do something positive with it and act on it.
