Conflicts over resources can be an absolute killer to a project.
The conflicts seem to arise from time allocation, or accountability; and usually results in a functional manager butting heads with a project manager. This is a morale killer for both the functional and project teams.
You really need leadership in an organization that is committed to what's best for the overall business and maintains amicable lines of communication to make sure you don't fall into this trap.
