But how should one deal with it when it happens? If it's a technical group declaring independence I think it's good to delegate the work package to them as much as possible, so long as they realise that they are expected to report on progress and adhere to plan, productivity, quality standards etc etc, though the realisation of responsibility may not be taken so well by them. The tricky one is where it's a management group declaring independence, for instance I've had projects where a work package is being handled nicely by someone and then their line manager determines it should be done differently or that they should use the project to build up their areas processes too.
