Sadly, some execs seem to think that project management is a cure-all which just involves giving an overburdened junior line manager a copy of MS Project (without training, of course). Presumably these execs like to learn the hard way. However, it does leave open the question of how to convince execs otherwise, perhaps us PMs should learn more about a sales techniques.
