Or is it scope clarity? My experience has been that we substitute and blame scope creep for our inability, at least in software projects, to completely understand and document every requirement. So, when that clarity emerges as prototypes, wireframes and data models start to develop, we blame the end users. I think Agile's biggest promise is the acknowledgement that requirements and priorities change and need to be accommodated and embraced.
