This is absolutely correct.
I see it happening more often people pretending to know something because at one time they read about it. But it eventually will blow up in their face and worst case scenario, it will go full circle and bite them in the ... (you know where).
On the other side I also blame a lot on the client, customer, organization ... whatever you want to call it ... by asking for to much. Would you want an orthopedic surgeon perform heart surgery or have a the Maytag repair man fix your roof?
Companies today should be real and if a job requires different skill sets, hire a person for each skill set.
