Pat described well a BP in its context. It is the fundamental artifact for recognition and funding. He also pointed out how it will guide the project development. To this end, it should provide the information necessary to initiate the processes necessary to systematically expand into project execution such as goal refinement, stakeholder identification, and requirements. These components will establish the baseline to assure that the BP is effectively implemented.
No matter the size of the endeavor, the steps to assure success for a project differentiate it from a hobbyist pursuit.

I found it to be a good start, but a little light wieght. Perhaps a bit deeper content would make it more compelling.
