I agree with the findings. However, even when companies recognize this fact, they do not provide adequate or appropriate training (they fail to recognize that it is a competency). Another issue also involves the type of methodology used to gather requirements. The method used must produce accurate requirements of good quality in a short amount of time; otherwise, the project might get stuck in 'analysis paralysis'.
