There are two main problems with your solution ...

1) Not all of us produce software. I, for example, only produce software when I don't have enough real work to keep me busy. I produce reports, recommendations and guidance. Hard to stop them using that.

2) It's illegal (and if not out and out illegal in your jurisdiction, it's very borderline).
