Yeah - this and your other post probably hit the nail. They same to be two sides of the same coin. Either you know the scope of what your going to deliver but not when you can deliver it - or you know when you can deliver something but not what that something is. A sort of Heisenberg's Uncertainty Principle for Developers.

Hence PM's always need to get good at politics - because there is no certainty.

And once you realise that Brooks law holds (ie: that adding more man power to a late project makes it later) - you realised quite how screwed you are!
