What you are really saying is that ITIL was never implemented where you work.

Add this to the list: "Management", so-called, has implemented "Assertive Incompetence" as a triumph of image over substance to:

1) Silence the critics who keep saying that we don't have any processes in place;

2) Appear to care about "doing things right";

3) Lie about how the operation is run for political positioning.
