They're just down right incompetent....I think the reason they do that is because they don't know how to do it themselves....and don't want to admit it...back to #7....hire people that are smarter than yourself & LET THEM do the job....stand back & be a manager.

That type of manager "thinks" they know how it "should" work.....but really has no idea at all how to run a business.
