That could be any thing from your antivirus running in the back ground to windows update running. Look at the task manager to see what is using the CPU.
If nothing is showing up reboot into safe mode to see if it still happens, if not use msconfig to select what starts up to find it.
Just a thought with MS updates and spyware it is a computer techs, dream or nightmare.

Winlogon.exe and system idle process are running at 50 and 49%. No spyware were found. Ran Highjack and superAntiSpware Free Edition
