I got my degree at UCLA
That's the University on the Corner of Lexington Avenue, and it tells me that you should ALWAYS be in contact with ground in order to discharge static electricity.
However, judging from the life of most computers these days, and even though it is a small price to pay, ESD protection goes overlooked in most cases.
