3.0 usable ram shows when you use 32bit OS. Who makes external SDRAM in such large amounts?

Did you maybe mean secure digital memory card? If you did, then it wouldn't actually work as if ti were RAM. Basically Windows loads often used files into the card and uses them instead of the copies on HDD because flash memory is faster in some cases.
