Does this mean with the OS 4 coming out in the fall that iPad users will have the ability to multi-task? Will the hardware support the new OS 4 for iPad?

I am curious because I will be one of the ones upgrading to the new iPhone as well as I am considering buying a iPad instead of buying a Mac.
