A long long time ago. I was exposed to Mac computers that required Trash cleared or deleted, now and then to improve performance.
When I first had use of a student Unix account, I wondered what the bin folder was for and whether it needed cleaning out too? Luckily I asked before deleting the contents and understaood that it was for binaries rather than unwanted data.
