That's a good idea but I've run into many malware infections where the malware is active even in safe mode and will prevent you getting to the web. You need a clean system to either run on that machine or to add that drive onto (i.e. USB adapter, or secondary drive connection) to get a clean scan and hack the registry via "load hive".
