Maybe a manager like Norm needs perfect to be redefined as "fairly good quality with perfect timing". On the other hand, Norm's manager should also assess if his/her openness as a manager might not be getting through. A different body language or one on one openness with the manager might loosen Norm's approach. That which works with one obviously need not work with all.
