Some people won't do anything outside their job because they think it's beneath them, or they are just avoiding work.

For others, it's a defense mechanism, to avoid having responsibilities shoved down upon them, for which they aren't prepared for, and for which they won't be compensated for.

And yeah, these might be stepping stones to a higher position. But NOT EVERYONE WANTS TO BE PROMOTED. Stop assuming that!
