This is crazy. Wally and Palmetto are correct in that it would open up all sorts of liability and completely absolve the end user from any responsibility. Why no officer, I didn't download that child porn. Someone else had my password.

Plus, in healthcare, that is strictly forbidden. You might as well call CMS and the DOJ and say here's a signed blank check. Just fill in the amount of the fine you think is appropriate for the HIPAA violation.
